We do not publish fifty near-identical pages with a state name swapped in. What follows is the state-level analysis we can actually source, computed from federal filings rather than reworded from a press release.

Method

How these figures are produced, and what they do not tell you

Every figure on every state page is computed by HyreSolar from the Form EIA-861 annual files for 2024, the most recent final release. EIA publishes the inputs — utility-level capacity, installations, residential sales, revenue and customer accounts. It does not publish these ratios or these rankings.

Penetration is residential net-metered installations divided by residential customer accounts. Average system size is residential net-metered capacity divided by installations. Residential price is revenue divided by sales. Ranks are out of 51 jurisdictions, highest first.

Limitations

  • Net-metered systems only. Capacity under buyback, feed-in or utility-owned arrangements sits on a separate EIA schedule and is excluded from every count here.
  • Accounts, not buildings. Penetration counts residential electricity accounts, which is not identical to households or to dwellings.
  • Means, not medians. The source contains no median, so a small number of large systems pulls an average size upward.
  • Small states are volatile. Where installation counts are low, year-to-year ratios swing on small absolute changes. Read the systems count alongside any rate.
  • Licence checks are point-in-time. Where we publish register results, they cover the companies we identified on the date checked, not every company operating in the state, and a licence current then may have lapsed since.
  • The data lags. EIA-861 runs roughly two years behind. 2024 is the most recent final release; the partial 2025 release is deliberately excluded.
  • Nothing here is an estimate for your property. A state average describes a market. Your system is decided by your roof, your consumption, your utility and your tax position.

Common questions

Which state has the most rooftop solar?
By share of households with a metered rooftop system in 2024, Hawaii leads at 22.04%, followed by California at 14.71%. By raw system count the order is different, because state populations differ enormously. Both are HyreSolar calculations from Form EIA-861.
Does solar work better in sunnier states?
Solar resource matters less than people assume. Adoption tracks retail electricity prices, export compensation rules and housing stock far more closely than it tracks sunshine, which is why the adoption ranking looks nothing like a map of solar irradiance.
Why do you not have a page for every city?
Because we hold no city-level data. Form EIA-861 reports by utility and by state, so a city page would be a state page with a place name substituted in, which is exactly the kind of page we will not publish.
